From my experience it doesnt matter. As long as release isn't at night 3 O'Clock.
I bet in four hours when I'm home again the server will be full. Nevertheless its not bad to release at the evening.

If you just wait half an hour, the people are coming back from school/work and will directly see the broadcast for a new map. Then they are happy, joining to the map and the server is full in a few minutes.
Much better start isn't possible.
