Most of people playing DDrace now did that, but i think its 10% of people that tried it, i think what "we" want is to increase that people that keep playing

I think it would be good to make translations for the tutorial map and place them inside of it.
This could be done using some localized text tiles. You would place their content like teleport tiles (with a number, for example: 1) and they should automatically put the proper label (first one, in this example case) from the appropriate translation file (for example using freetype or some font tiles) or english text - if the translation is not available or somebody switched to english tutorial in options (incomplete translations shouldn't be displayed at all, or at least not by default).
This should allow the players to actually read what they should do, instead of guessing.
Another idea is to put videos of some tee doing the parts in the background (like ghost) and, additionally, put a link to YouTube video of the whole run at the beginning of the map.
The tutorial thing should pop up as a message on the first launch (after the player chose name and country) alongside with being available as a button, like you proposed. English tutorial should be available after checking corresponding checkbox in the first launch messages. Oh, and we should put an information how to relaunch tutorial at the end of its map.
