The meaning of NFs is just forgotten, now most mappers use it to filter... idk what, air maybe.
Noob filters as name says should filter (at least partially) not-good-enough players who will be unable to play rest of the map, while currently we mostly get shittons of noobs after NFs who are not able to beat even 1/3 of first part... so in such case, I agree that NF is total waste of time.
