Firstly it doesn't make sense to vote things like "bugged" or "unbalanced", cause these votes would say nothing. The mapper needs to know which parts are unbalanced and where the bugs are. So at the end the vote is mainly about if the map is ready/good or not.

If you would look a bit closer you would see that e.g. the guys at Ubuntu use that method for things like voting people into the staff. Most hi-tech group in teh world - blue brain project / human brain project has this system for all kind of investigation processes. And it has success.In such cases it makes sense to vote a order, saying which guy you whould like most, second most, ... as new moderator/... .
But this has nothing to do with a yes/no-decision in DDNet's Map-Testing.
All in all your suggestion isn't thought out at all and doesn't fit to DDNet.

An example from first hand: Saw some russian guys blocking the whole time and mod didn't really care. Told them "please stop". They stopped for 20 secs and then blocked for another 10 mins. Mod was online all time in spec. Kick votes often get F4ed and usually it's impossible to ban someone unless all are affected of it.
If you want a primitive comparison: Football (Soccer) Players tackle each other and hurt themselves. Referee: "This is not allowed. Please stop or I will do nothing". 10 tackles later half team is hurt and referee still jerks **** while he could have stopped the situation so easily.
