Here comes 2 questions, just to know what would you do:

I would like to know, what you would do against a troll that after blocking others, and you ban him, he keeps coming.
And what would you do if someone is insulting another one, and, also re-joins after the ban.

to the first question: first of all, i would tell him politely that he should stop blocking, because it would have consequences.
if that doesnt help, i would ban him.
if he rejoins and is still blocking, i would keep going on ban him and report his name in the forum.
to the second question: i wouldnt ban him, mute is enough in that case (in my opinion).
