Nice to know but that's why you should at least need to meet him ingame to judge about him right.

First of all, person who barely speaks english shouldn't be a mod (Thats the only thing that shines in his app)

wtf? why do people have to write a stupid long text? His motivation seems good and the explanation concise. If you think it's not enough, have a conversation with him instead...
Sure his motivation is good, but literally everyone has this motivation and obviously not everyone should be a moderator. Is it so hard to write something about yourself and go a little deeper? I don't think so and if you look at other mod apps you see that they all were able to write at least 5-10
full sentences. With this app my first impression is that he just wants to be mod to have the rcon password, but not to help others. Other applicants were rejected for bad applys, but this is one of the worst I ever saw.
i put only impotant information.
if you need more information about me , just ask me.But i think you don't need this informathion.

You should make your application as appealing as possible to the council and make a good impression. If your application has lots of information about you, the council has an easier decision to make and does not have to run after you for information, which should not be the councils job.
If you want a job you should put effort in to getting it
