I usually do design first but sometimes gameplay goes first.

Nobody needs design
Everbody needs a gameplay
Good designs dont exist unless they are entities

This reminds me about some Kobra map .me' and I were testing for a tournament. Zerodin had only mapped the graphics so far, no game tiles, so testing was a bit challenging. But apparently some mappers can just imagine the parts in their head without trying each one out. Depends a lot on the individual map style I guess, if you want stuff to be novel and barely possible or use more obvious parts.

make first background and first part design fit, and map the rest of the gameplay. after do the rest of the design and done :3

First I have one part, then i make a design for, rest of the parts and finish design.

Making a design is most fun for me and I found it troublesome to adjust gameplay to design when making gameplay first. So first design then gameplay
