Brazilian Portuguese (pt-br) doesn't seem to be listed in the
translation statistics, differently of some other languages (e.g.
Spanish). Can it be fixed?

They don't appear because you have the option " Suppress completely translated message groups" activated. In other appears with that because they are not completed.

Is it working as intended that "Wiki" only shows up (in that list on the left) when you are browsing the main page of DDnet, but not in the "sub" ones?
(and why is this thread in "Tutorials"

No, it's just that you need to write this list in every single page/file, cause the website-structure is not made very well. So probably they just forgot to add it to all pages (or were too lazy xd).
