Having a bad experience on the servers isn't a good reason to become Moderator. Most of the times people which such an intention fail to be Moderator, because they aren't motivated to help the community, but themselves - or they want to play the hero. Not saying that this will match to you, but you should get a better reason.

Everyone's opinions matter, doesn't matter if its DDNet Staff or a regular player

in some situations yes, but im able to handle votes and the powers

Your behaviour and previous abuse of rcon permissions disqualify you from becoming a Helper/Moderator.
