Sorry I didn't read 49 pages. Perhaps my suggestion is already in here.
How about a map going through a beta phase, players playing it for a while and see how it fairs across all skill levels compared to their previously finished maps? The length of the map in both distance and time excluding AFK/sleep/etc. This would mean that there needs to be an incentive for the players to finish the beta maps honestly so the map gets rated on a proper difficulty, so there could be some points awarded for beta testers.
This means that rating the difficulty will be less subjective or be done manually. Instead, it would be done automatically.

Clearly, ddnet 2.0 does need an open rating system. Like summ of (edge 1-10, gores 1-10, rf 1-10, kinta 1-10, hookfly 1-10, drag 1-10, rocket tricks 1-10, etc) Then we will haven't that inertia about map rerating. Cuz newer and harder maps will have more pts at release. After 10 years map with 15 rating hardeness will stay 15 rating hardeness, doesn't matter how much players got skills till that moment.
