No rescue in ddmax/novice?

If i go on a moderate, brutal, oldschool or solo server it says to me:
RESCUE IS NOT ENABLED ON THIS SERVER
But if i go on a novice or ddmax server it says to me:
NO SUCH COMMAND RESCUE (R)...
Why there is not rescue in novice or ddmax?
