My friend had same problem.... anyway in the news it say:
"Dynamic remembers settings" maybe this mean he auto remember the binds/settings, and because it's the first time with the new version, he resetted it...
I didn't have any of these problems and i didn't get so much what's dynamic settings because the thing i said ↑ there was already in teeworlds older versions...

"Dynamic" and "DynCam" aren't the same.

In latest version 'toggle_dynamic_camera' command was added. This command is bound to key in controls menu and it can be bound in command line (bind $KEY toggle_dynamic camera) and it is set in general menu.
In previous versions it was bound to key through controls with "bind $KEY cl_mouse_max_distance x; cl_mouse_deadzone y; cl_mouse_followfactor z" and so it was out of sync with setting in general menu.
Therefore bind is different now and you may need to update your controls.
