Make "ping" consistent--server list menu ping, scoreboard ping, f1 ping

The three pings are different: server list menu ping, scoreboard ping, and f1 "ping" command. People kept telling me that the scoreboard ping is actually this and f1 ping is actually that, but ping has a strict definition of what it is: https://en.wikipedia.org/wiki/Ping_%28n ... utility%29
Server list ping is the actual and accurate ping (except it would require refresh, which is fine), which would result in same ping as pinging from CMD.
Scoreboard ping is affected by your computer's performance, especially response rate. This means if that if v-sync is turned on, the scoreboard ping will be higher, assuming your v-sync won't result in high FPS. 60 FPS and below you should be able to see the difference.
