I bought a VPN and Im ask can use a VPN to less ping in GER servers?

A VPN could help indeed in a special case. Lets say there is just a bad route from South America to Europe so you have very bad ping. Now you buy a VPN which is hosted near you but has got a very good route to europe, the ping would decrease. But thats theory and limited to real conditions.

yeah, for example in my country, everybody has ping +230 to europe / asia / america etc.
ping to ips inside of my country is 30ms.
theres a datacenter that ping to europe is 80ms on that. so 80ms + 30ms = 110ms. if we make a vpn on that, the ping reduces.
thats why i asked where he/she live and whats his/her normal ping.

my normal ping in germany is 250-350
