Hey, we're not so "open" to suggestions, i see... i have a lot of free time and i can just go on some servers and ask people about how ddnet is going so they can tell me something about it and if they have suggestions i can just post about them... do you think it's a nice work?

It's a nice thought but I doubt you will manage to get a general ("representative") opinion if you do it like that.

Better: increase visibility of suggestions-subforum, if forum-users like a new idea, create a poll on ddnet.org homepage and encourage people ingame with broadcasts to participate.

To get more opinions and increase visibility of suggestions-subforum we fist have to get more ppl on forum itself, just numbers speak for themselves in this case - over 4k active players on servers, and less than 100 active guys on forum

No, one person in the forum is enough to have an idea. Second part of my idea actually is the opposite of your statement: to take the actual poll as far away as possible from the forum.

Since ingame polls or something isn't going to happen, I mentioned the homepage.

hmmm what to think about using ingame vote? of course, you have to handle it so it would work together with map votes but you can easily make a vote which goes on 1 day (eg) synchronize the yes/no votes between server and see the result at end of day written in a file. one vote per ip, but your vote counts also if you are offline (and online again, so you can't vote twice).
