For test a map we must create a lan server.
And when you cant create a lan server you cant test your map.
And if you go to grandma's house with your laptop for keep creating in hollyday (grandma dont have wifi) you cant test your map and maybe you will be a fatal error and delete all

So is it possible to create a pluggin for test map without lan server?????

You don't need internet to create lan server. It runs locally on your laptop.

Oh i tried to created a lan server without wi fi and it dont running but when i created it with a wi fi it running.
Maybe the problem is from my laptop.

you should try using localhost:8303 instead of a LAN-IP
