Kicking any player and executing rcon commands

there is one problem too
this guy can do 2 more thing ! and i dont know what i must do !!!
while play , he do something and players ban from server with this reason " stressing network !!! " in normal when player wanna enter rcon with wrong password , server aotu ban them with resason of stressing network but this guy do something and players get ban from server !!!
also he can kick players from server !! and with this reason " kicked by console " !!!!! i looked status to see maybe he get rcon password but he was not admin in status ! i try change rcon pass too but he already can do these actions
what is wrong ?!

hope this new update , prevent him from enter dummys for server with differant ips !
The problem may be that with a trick you can find out the IPs of players, then spoof it and send a lot of pakets, which makes the server kick them. To prevent the "stressing network" errors you can disable the netlimit like this:

will try use last client then , to see what will happen
