In the chilian servers we can put emotes so fastly. we dont have to wait 2-3 sec we can "spam" the emotes. but we cant do it on ger servers.
how can we do it too in ger servers?

It's a server setting. So you can't.

DDNet History lesson: This was initially only for the USA server, because Broken said they REALLY need it in USA. Then I set up the CAN, Chile and Brazil servers based on USA, so they inherited this setting.
On your own server you can do it with
sv_emoticon_delay 0. It's not enabled on the rest of DDNet because I find it annoying.

true, USA would be nothing without emote spam
