/pause = normal /pause and you can still hold rshift to watch others
/pause ChillerDragon = pause automatically on chillerdragon if you are on a full server and dont want to search for the person in the rshift picker. (after /pause name you should also be able to use rshift as before)

There is already F1 spectate 15 to spectate player with id 15. It could be extended to support player names as well. Unfortunately you have no name auto-completion there.
Adding it in chat is a bit weird since selecting the player to spectate is a client-action. But I agree that it would be nice if it works. Someone could try implementing it.
