after closeing ddnet can not drag other desktop windows

I really do not know what is causing this, however it only happens after playing ddnet and then closing it. After I close it then if I click the title bar of any other open window in the operating system and try to drag it .. it moves only a few pixels then stops. The only way to fix it (that I have found so far) is to log out and back in, or reboot.
I am running Linux Mint 18.2 XFCE, and have reproduced this on 2 different computers (both running linux mint 18.2 xfce)
It has been happening for maybe 6 weeks or so (it is hard to remember honestly)
