Do you know of a cheap and reliable VPS hoster that accepts payments from outside of Iran?

What're servers(max:4-5) requirements? ( RAM, CPU, Monthly bandwidth usage, OS)

1 CPU core, 500 MB RAM, 300 GB / month, Debian 9

Are u sure, 512 MB RAM can handle Debian 9 + game servers?

4-5 servers certainly, RUS runs over 20 with 1024 MB. If you're planning to buy a VPS for DDNet to use, please don't.

I talked to a VPS hosting company about this,
They accept the euro payment form EU.
but they asked: "A person in Iran should be your representative. (translating, verify phone number + address)"
You can sign up with your info. and pay for VPS charge(Paypal) but u most add a user at the control panel(not shell or server) as the representative.
the representative had very limited( near zero) access to your services ( only write/read customer support tickets + verify)
