Which tool do you use to make your own tileset?
What do you think about pyxeledit, or just use paint?

I strongly recommend to use a program for vectorgraphics like Inkscape. If you do it with a Pixeleditor it will likely become unclean. Original teeworlds graphics were also created by a vectorgraphics tool. If you finished your tileset you can export it to a png.

If you want simple rotating rays you should do it with editor and blank quads else draw some with Inkscape and export them to another png so you can rotate them seperatly.
