How to make skins for the skin database?

I want to create my own skins and I want other people to be able to see it. To do this Do I need to follow a specific color palette? Do I need to use some specific website to make skins? Do I send on the forum or do I need to talk to a moderator? Can I create skins for the database or can only mods do that? And most importantly, why does all the parts of the skins have a black version?

No, you can use any image editing software (like Gimp or Inkscape). You can use this as a template:

Anyone can create and submit skins!
Do I send on the forum or do I need to talk to a moderator?
Once you're all done with your skin, you can submit it to one of the SkinDB crew members via discord.
And most importantly, why does all the parts of the skins have a black version?
May be false:
Thats called a shadow, I don't think theres a particular reason why but it's definitely much easier on the eyes whilst playing if you add a shadow.

For the general guidance, murpi already answered everything :)
Let me add though: Once you created the skin (based on the linked template) and exported it to awesomeskin.png, you can move the file to %appdata%\Roaming\Teeworlds\skins. Now you can apply and see the skin ingame. Then you can share the awesomeskin.png with your friends, and once they have it in the skins folder they will see it as well. However, if all ddnet players should see it, then the skin has to be accepted for the skin database like murpi wrote.
