Bind to move very slowly only 3 or 4 steps for every scrollwheel turn (depending on direction). Can be used for killedge jumping.

This is usefull to jump from one edge to another through 3 freezes. If you press Ctrl+shift+d you see the your coordinates on the right side of the screen. The decimal place of it is usefull for some tricks.

Its not client sided. The client could predict the "decisions" of the server quite good on solo maps because there are no unpredictable influences (like other players).

Here you can start with limiting the vote participants to a number like 16.
I think your intention is to give less players a chance to kick someone when the majority isn't voting at all. Instead we could just decrease the percentage of players that need to vote yes for a kick vote to pass.
